The Secretariat: Law and Legislative Affairs Department is comprised of three wings namely, Legislative Affairs, Legal Affairs and the Judiciary. The Department deal with several functions/ businesses including matters relating to (i) Judiciary, (ii) Legislature, (iii) Appeals against acquittals, (iv) Legal Practitioners, (v) Advice on all legal matters, (vi) The supervision of Government litigation and (vii) Civil Law Procedures. This Department is also administrative Department of the Offices namely, (i) Government Advocate (High Court), Manipur and (ii) Directorate of Prosecution, Manipur.

Further, the Department do the vetting to the drafts of all legislation for the State Government viz, Bills to be introduced in the Manipur Legislative Assembly, Ordinances to be promulgated by the Governor, regulations, statutory rules, orders, Notifications, MoUs, NIT etc. of various Departments.
